Road Accident Fund (RAF) is recruiting and accepting applications for the following vacancies:
Handyman
Note: This is a 24-month, fixed-term contract position
Purpose: The Handyman is accountable to execute low risk scheduled maintenance, unscheduled and ad hoc maintenance relating to the job card assigned.
Key Performance Areas
Carrying out low risk scheduled and unscheduled electrical appliances maintenance as per job card assigned.
- Basic electrical installation and maintenance.
- Replacement of globes.
- Replacement of plugs.
- Adjusting the air-conditioning temperature.
- Cleaning of air-conditioning filters.
Carrying out low risk scheduled maintenance, unscheduled on plumbing as per job card assigned.
- Unblocking of drains.
- Replacing taps.
- Closing water leaks.
Carrying out low risk scheduled and unscheduled building maintenance as per job card assigned.
- Painting.
- Cleaning of workshop.
- Tools management.
- Fixing loose carpets.
- Replacing door locks.
- Repairing blinds.
Carrying out low risk scheduled and unscheduled Carpentry Maintenance as per job card assigned.
- Fixing cabinet doors and locks.
- Repairing cabinet doors and locks.
- Repairing cabinet handles.
- Fixing tables.
- Fixing chairs.
Administration
- Update reports.
- Identify and log hazardous incidents.
- Meeting with service providers to manage SLA e.g. gardening services.
Qualifications and Experience
- Matric qualification
- N3 National Certificate in Engineering/ National Certificate for Engineering/ Heating Ventilation and Air conditioning/ Carpentry will be an added advantage.
- Relevant 1 year experience in a building maintenance/ facilities management/ technical environment.

Remuneration
Total cost to company applicable to this position is minimum R282,523per annum, negotiable.
Employee Relations Initiator
Purpose: Reporting to Manager: Employee Relations Initiator, the successful incumbent is responsible to conduct internal prosecutions against employees who have committed misconduct or are incapacitated due to poor performance or ill-health.
Key Performance Areas
Initiate Internal Disciplinary Hearings
- Initiate misconduct cases in formal disciplinary hearings;
- Initiate incapacity hearings.
- Preserve the integrity of documentation and/ or information to be used as evidence.
- Prepare disciplinary hearing plan for submission to management.
- Analyze available evidence and draw up misconduct charges for approval by line management.
- Consult and prepare witnesses for formal disciplinary hearings.
- Ensure proper preparation for disciplinary hearings.
- Lead employer evidence and cross examine employee witnesses;
- Draw-up and Present closing arguments and aggravating factors
- When necessary, lead employer evidence at CCMA.
Reporting
- Report on hearing after finalization.
- Report on statistics monthly.
- Report on wasteful and fruitless expenditure.
- Prepare and submit statutory reports and plans as and when required to provide progress updates and/or inform management decisions.
- Develop reports/ policies/ procedures and guide the process through the alignment of the documents to the overall RAF’s Strategy.
- Develop functional reporting systems, for management, projects or performance reporting.
Misconduct Awareness
- Identify areas of misconduct.
- Report on internal control breakdowns.
- Prepare programmes to identify area of fraud, corruptions and consequences thereof.
Policy Review and Implementation
- Contribute to the development and implementation of departmental policy, procedures and processes.
- Keep up to date with effective policy and practice execution strategies.
Stakeholder Management
- Facilitate and manage communication with relevant internal and external stakeholders and progressively manage the relationships.
- Manage relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
- Communicate with all levels of stakeholder contact.
Administration
- Effective case management and record keeping.
- Updating IMS system.
Qualifications and Experience
- Bachelor’s Degree/ Advanced Diploma in Employee Relations/ Human Resources related qualification.
- Driver’s license.
- Relevant 5 – 7 years’ experience in practical experience in internal disciplinary hearings prosecutions.
Manager
Purpose: Reporting to the Senior Manager: Regulation and Policy Management, the successful incumbent is accountable to develop and manage the implementation of regulatory strategies to ensure compliance to legislative requirements.
Key Performance Areas
Manage the Development of Draft Primary Legislation (Bills), Subordinate Legislation (Regulations, Rules and Similar) and Provide Support to the Department of Transport and the Board During the Legislative Process
- Prepare own, and review direct reports’, draft Bills, Regulations, Rules, Forms, Board Notices
- Participate in internal, and external, drafting committees
- Support the Department of Transport, as may be required, at: public consultations; the State Law Advisor; NEDLAC; DG Clusters; Department of Planning Monitoring and Evaluation; Cabinet Committee; Portfolio Committee; National Assembly; and, National Council of Provinces
- Track due dates and the publication by Stats SA of the CPI Index to ensure that direct reports
- Prepare and process for publication Board Notices as required of the Board by the Road Accident Fund Act, No. 56 of 1996, or any successor in title.
Manage Comment on Draft Legislation and Public Policy Documents
- Receive directly referred Documents and allocate to direct reports for processing of comment.
- Reviews draft comments by direct reports and submit to Senior Manager: Regulation for final review.
Manage the Preparation and Processing of Responses to Parliamentary Questions
- Receive Parliamentary Questions (“Documents”) from the Department of Transport and allocate Documents to the Senior Legal Advisor for processing.
- Review the draft response prepared by the Senior Legal Advisor and submit to Senior Manager: Regulation for final review.
- Oversee the Senior Legal Advisor’s preparation of the submission for approval and processing of the reviewed draft response for approval.
- Oversee the submission of the Road Accident Fund’s approved responses to the Department of Transport.
Manage Drafting and Vetting of Marketing and Media Documents
- Receive media and marketing matters (“Documents”) and allocate to direct reports for drafting or vetting.
- Oversee direct reports’ drafting or vetting of the Documents.
Manage the Preparation of Opinions and Responses to Queries, and Drafting and Vetting of Documents
- Receive matters (“Documents”) and allocate to direct reports for preparation of a legal opinion, response to a query, drafting or vetting of documents, as the case may be.
- Oversee direct reports’ legal research in relation to Documents.
- Oversee direct reports’ drafting and vetting of Documents.
- Oversee the submission by direct reports of the final Documents to responsible business units.
Stakeholder Management
- Facilitate and manage communication with relevant internal and external stakeholders and progressively manage the relationships.
- Communicate with all levels of stakeholder contact.
Reporting
- Prepare Regulation reports for approval.
- Prepare periodical reports for approval by the SM: Regulation for the General Manager, CSO, EXCO, and the Board.
- Manage the Regulation Functional Units registers.
People Management
- Ensure the sourcing, development and retention of a high-performance team.
- Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF. Manage the implementation of human capital processes and procedures to control/ regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
- Allocate, direct, motivate and evaluate subordinates to help them achieve their individual goals.
Qualifications and Experience
- Bachelor’s Degree in Law or equivalent.
- Postgraduate in Law related qualification will be an added advantage.
- Certificate in legislative drafting.
- Code 8 driver’s license.
- Relevant 6 – 8 years’ experience in a legal environment of which 2 years’ experience must have been in management /area of expertise/supervisory level in legislative drafting.
Senior Manager
Purpose of the Job: Reporting to the Head: Legal, the successful incumbent is accountable to oversee the Regulatory function in the Legal, Compliance and Regulation Department of the Fund.
Key Performance Areas
Oversee the Preparation of Legislation
- Draft own, and review drafting in Regulation Unit, of Bills, Regulations, Rules, Forms, and Board Notices referred for review by the Manager: Regulation.
- Participate in internal, and external, drafting committees.
- Support the Department of Transport, as may be required, at: public consultations; the State Law Advisor; NEDLAC; DG Clusters; Department of Planning Monitoring and Evaluation; Cabinet Committee; Portfolio Committee; National Assembly; and, National Council of Provinces.
- Reviews Board Notices referred for review by the Manager: Regulation for publication as required of the Board by the Road Accident Fund Act, No. 56 of 1996, or any successor in title.
Oversee Comment on Draft Legislation
- Provide guidance to the Manager: Regulation on proposed comments on Documents.
- Review proposed comments on Documents referred for review by the Manager: Regulation, prior to submission for approval by CEO.
Oversee the Preparation and Processing of Responses to Parliamentary Questions
- Receive Parliamentary Questions (“Documents”) from the Department of Transport.
- Provide guidance to the Manager: Regulation on proposed responses on Documents.
- Review proposed responses on Documents referred for review by the Manager: Regulation, prior to submission for approval by CEO.
Oversee the Quality Control of Policy Documents
- Perform the functions specifically allocated to this role in the Policy Management Policy.
- Provide guidance to the Manager: Regulation on proposed input on policy documents (“Documents”).
- Review proposed comments on Documents referred for review by the Manager: Regulation, prior to submission of the final input on the Documents to responsible business units.
Oversee Drafting and Vetting of Marketing and Media Documents
- Refer directly received media and marketing matters (“Documents”) to the Manager: Regulation for allocation to direct reports for processing.
- Review Documents referred for review by the Manager: Regulation, prior to submission of the final Documents to the responsible business units.
Oversee the Preparation of Opinions, Responses to Queries, Drafting and Vetting of Documents, and Publish Informative Articles in the Legal Services in the Legal Services Newsletter
- Prepare own, and review legal opinions, responses to queries, drafted or vetted documents (“Documents”), as the case may be, referred for review by the Manager: Regulation.
- Provide guidance to Manager: Regulation on Documents.
- Prepare draft articles for consideration by the SM: Legal for publication in the LCRD Newsletter.
Oversee the Development of Policy Management
- Provide expert advice on policy initiatives and inform their development from a foundation of benchmarking and good practice.
- Provide oversight on the development of RAF policies and standard operating procedures.
- Provide expert guide on the review and evaluation of policy implementation and its impact on service delivery and performance.
Reporting
- Ensure preparation and submission of regulation and Policy management reports.
- Report quarterly on progress with implementation of operational plans.
- Ensure development of functional reporting systems, project or performance reporting for management.
- Ensure the development of reports/ policies/ procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.
- Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.

Financial Management
- Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams are achieved.
- Report and review operations financial and non-financial goals.
- Ensure effective and efficient implementation of risk mitigations to reduce risk exposure
- Manage and oversee implemntation of effective controls and reduction of audit findings
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
- Manage, monitor and control the department expense budget.
Stakeholder Management
- Maintain proactive and progressive relationships with key stakeholders.
- Engage with relevant internal stakeholders.
- Represent the Fund in relevant external activities and events.
- Communicate with all levels of stakeholder contacts.
People Management

Qualifications and Experience
- Bachelor’s Degree in Law or equivalent.

- Relevant 9 – 10 years of experience in a legal environment of which 3 years must have been on a management/ area of expertise.
- Proven legislative drafting experience.
- Proven organisational policy and procedure development experience.
